FREQUENTLY ASKED QUESTIONS (FAQ)
Card Payment Declined
Problem: You tried to make a donation with a card but received an error message or bank refusal.
Why this happens:
-
International transaction block – your bank automatically declined the payment because it's being processed in Ukraine.
-
Payment limit exceeded – you've reached your daily or monthly limit for online purchases.
-
Security verification issue – your bank doesn't support the 3D Secure verification our payment gateway requires.
How to fix it:
-
Option 1: Use Apple Pay or Google Pay (recommended). This is the easiest and most reliable solution. These digital wallets use special security that banks trust more than entering card details directly, which helps bypass 3D Secure issues.
-
Option 2: Contact your bank. Call your bank's customer service line and authorize the transaction. This is especially important for US donors, as American banks often block first-time payments to Ukraine as a fraud prevention measure. Use the script provided below when calling.
- Option 3: Try PayPal. If your card still doesn't work:
- Link your card to your PayPal account
- Make the donation through PayPal instead of entering your card directly.
"International Regulations" Error in PayPal
Problem: PayPal declined your payment with a message about international regulations or compliance restrictions.
How to fix it:
-
Step 1: Verify your account. Make sure your PayPal account is fully verified:
-
Step 2: Adjust the amount. Try reducing your donation amount. Large transactions to international recipients may trigger additional security checks.
-
Step 3: Check your account type. If you're using a business or corporate PayPal account, PayPal may have stricter restrictions on international nonprofit donations. Try these alternatives:
-
Switch to your personal PayPal account if you have one
-
Note: "Friends & Family" transfers to Ukraine are currently commission-free for personal accounts, but this option may not be available for nonprofit donations.
FOR FOREIGN BANK CARDHOLDERS (USA, UK, EU)
Why did my US bank decline the transaction?
Answer: Many American banks automatically block your first payment to Ukraine as a fraud prevention measure. This is standard security protocol - not a problem with your account or funds.
Your money is safe. The transaction was simply flagged for review.
What to do: Call your bank and let them know this is a legitimate donation.
How to avoid double conversion and extra fees?
Currency conversion fees can add up quickly if you're not careful. Here's how to minimize costs:
Match your card currency:
- USD card → Select USD on our website
- EUR card → Select EUR on our website
- This prevents your bank from converting twice (your currency → UAH → back to your currency)
Before confirming payment:
- Always review the final amount on the payment confirmation screen
- Make sure the currency matches your card
Use fee-free cards: Consider using cards from banks that don't charge international transaction fees, such as: Revolut, Wise, Chase Sapphire. These cards can save you 2-3% per transaction.
TAX BENEFITS AND PARTNERS (TAX DEDUCTIBILITY)
Can I get a tax-deductible receipt in the USA?
The short answer: Direct donations to foreign organizations (including Ukrainian NPOs) are generally not tax-deductible under US law (IRS). However, there's a way to get tax benefits:
We've partnered with Nova Ukraine, a US-based 501(c)(3) nonprofit, so you can donate through them and receive an official tax receipt.
How it works:
-
Make your donation through Nova Ukraine.
-
Important: In the donation comments, write: "Grant specifically for GoGlobal educational projects"
-
Nova Ukraine will send you an official donation receipt for your IRS tax filing
What about donors from the EU?
The short answer: Many EU countries have the Transnational Giving Europe (TGE) system, which allows you to receive tax benefits when donating abroad. To confirm our status, you can download our statutory documents (below), translated into English, for your tax consultant.
What documents can I obtain for reporting (KYB/AML)?
